वन एवं जलवायु परिवर्तन विभाग द्वारा राज्य में चालू वित्तीय वर्ष 2021-22 के दौरान विभिन्न योजनाओं के अंतर्गत 99 लाख 35 हजार 193 पौधों का रोपण किया जाएगा। इसका रोपण 187 किलोमीटर/13 हजार 905 हेक्टेयर रकबा में होगा। इसके साथ ही वन विभाग द्वारा चालू वर्ष के दौरान 2 करोड़ 27 लाख पौधों के वितरण का लक्ष्य भी रखा गया है। राज्य में वृक्षारोपण कार्यक्रम के सफल क्रियान्वयन के लिए वन विभाग की समस्त 275 नर्सरियों में 284 प्रजातियों के लगभग 3 करोड़ 89 लाख पौधे वर्तमान में उपलब्ध हैं।
वन एवं जलवायु परिवर्तन मंत्री श्री मोहम्मद अकबर ने आज राजधानी के शंकर नगर स्थित अपने निवास कार्यालय से वर्चुअल बैठक में वृक्षारोपण कार्यक्रम के संबंध में विस्तार से समीक्षा की। बैठक में प्रमुख सचिव वन श्री मनोज पिंगुआ, प्रधान मुख्य वन संरक्षक एवं वन बल प्रमुख श्री राकेश चतुर्वेदी, अपर प्रधान मुख्य वन संरक्षक श्री तपेश झा तथा कैम्पा के मुख्य कार्यपालन अधिकारी श्री व्ही.श्रीनिवास राव मौजूद थे। इसके अलावा समस्त मुख्य वन संरक्षक तथा वनमंडलाधिकारी भी वर्चुअल बैठक में जुड़े हुए थे।
वन मंत्री श्री अकबर ने बैठक में समस्त वन वृत्त तथा वनमंडलवार वृक्षारोपण कार्यक्रम की तैयारियों के संबंध मंे जानकारी ली और इसे सफल बनाने के लिए सभी वनमंडलाधिकारियों को कार्य योजना पर समयबद्ध ढंग से अमल सुनिश्चित करने के निर्देश दिए। राज्य में वृक्षारोपण कार्य का सही ढंग से मूल्यांकन हो सके, इसके लिए उन्होंने सभी डीएफओ को वृक्षारोपण के पहले और बाद की वीडियोग्राफी के लिए भी आवश्यक निर्देश दिए। उन्होंने इनमें सभी वनमंडलों में वृक्षारोपण कार्य के पहले तैयार गड्ढ़ो के वीडियोग्राफी कार्य को 10 जून तक पूर्ण करने के लिए निर्देशित किया। उन्होंने कहा कि इसके सफल क्रियान्वयन के लिए वृक्षारोपण वाले चिन्हांकित जगहों पर नर्सरी से तैयार पौधों तथा आवश्यकतानुसार खाद आदि सामग्रियों को पहंुचाने का कार्य शीघ्रता से शुरू किया जाए। उन्होंने इस कार्य को 15 जून तक हर हालात में पूर्ण करने के निर्देश दिए। उन्होंने इस दौरान सड़क किनारे रोपित पौधों की सुरक्षा के उपायों के संबंध में भी आवश्यक निर्देश दिए।
वन मंत्री श्री अकबर ने बैठक में आगे समीक्षा करते हुए शासन की महत्वाकांक्षी योजना ’मुख्यमंत्री वृक्षारोपण प्रोत्साहन योजना’ के राज्य में बेहतर ढंग से क्रियान्वयन के लिए निर्देशित किया। उन्होंने इस महत्वपूर्ण योजना के अंतर्गत अधिक से अधिक लोगों, ग्राम पंचायतों तथा संयुक्त वन प्रबंधन समितियों को लाभ दिलाने के लिए कहा। गौरतलब है कि मुख्यमंत्री वृक्षारोपण प्रोत्साहन योजना के अंतर्गत जिन किसानों ने खरीफ वर्ष 2020 में धान की फसल ली हैे, यदि वे धान फसल के बदले अपने खेतों में वृक्षारोपण करते हैं, तो उन्हें आगामी 3 वर्षों तक प्रतिवर्ष 10 हजार रूपए प्रति एकड़ की दर से प्रोत्साहन राशि दी जाएगी। इसी तरह ग्राम पंचायतों के पास उपलब्ध राशि से यदि वाणिज्यिक वृक्षारोपण किया जाएगा, तो एक वर्ष बाद सफल वृक्षारोपण की दशा में संबंधित ग्राम पंचायतों को शासन की ओर से 10 हजार रूपए प्रति एकड़ की दर से प्रोत्साहन राशि दी जाएगी। इससे भविष्य में पंचायतों की आय में वृद्धि हो सकेगी। इसके अलावा संयुक्त वन प्रबंधन समितियों के पास उपलब्ध राशि से यदि वाणिज्यिक आधार पर राजस्व भूमि पर वृक्षारोपण किया जाता है, तो पंचायत की तरह ही संबंधित समिति को एक वर्ष बाद 10 हजार रूपए प्रति एकड़ की दर से प्रोत्साहन राशि दी जाएगी। वृक्षों को काटने व विक्रय का अधिकार संबंधित समिति का होगा।

During the current financial year 2021-22, Forest and Climate Change Department will plant nearly 99 lakh 35 thousand 193 saplings on 187 km/13 thousand 905 hectare area in the state. Besides, the department has also set the target of distributing 2 crore 27 lakh saplings in the current year. For the successful implementation of plantation program in the state, nearly 3 crore 89 lakh saplings of 284 species are currently available in all the 275 nurseries of the Forest Department.
In a virtual meeting held today, Forest and Climate Change Minister Shri Mohammad Akbar reviewed in detail the tree plantation program from his residence office at Shankar Nagar in the capital city. Principal Secretary Forest Mr. Manoj Pingua, Principal Chief Conservator of Forests and Chief of Forest Force Mr. Rakesh Chaturvedi, Additional Principal Chief Conservator of Forests Mr. Tapesh Jha, and Chief Executive Officer of CAMPA Mr. V.Srinivas Rao were also present in the meeting. Besides, all the Chief Conservator of Forests and Divisional Forest Officer also joined the virtual meeting.
In the meeting, Forest Minister Shri Akbar inquired about the Forest circle-wise and the forest division-wise preparations for the tree plantation program and instructed all the Forest Divisional Officers to ensure time-bound implementation of the action plan. He also gave necessary instructions to all the DFOs for pre and post-tree plantation videography so that the tree plantation work in the state could be properly assessed. He directed to complete the videography work of pits prepared before the plantation work in all the forest divisions by June 10. He directed the officials concerned to complete the preliminary work for the plantation by June 15 under all circumstances. Meanwhile, he also gave necessary instructions regarding the measures to protect the saplings planted by the roadside.
Forest Minister Shri Akbar further directed to ensure effective implementation of ‘Chief Minister Plantation Promotion Scheme’ in the state and to benefit a maximum number of people, Gram Panchayats and Joint Forest Management Committees under this important scheme. It is worth mentioning that under Chief Minister’s Plantation Promotion Scheme, farmers who have taken paddy crop in Kharif year 2020 will be provided an incentive of Rs 10 thousand per acre per year for the next 3 years if they plant trees in their fields instead of paddy crop. Similarly, if Gram Panchayats utilize available funds for commercial plantation, then in case of the successful plantation after one year, Government will provide incentive at the rate of Rs.10 thousand per acre to the concerned Gram Panchayats. This will increase the income of Panchayats in the future. Besides, if Joint Forest Management Committees utilize the available funds for plantation on the revenue land on a commercial basis, then like Panchayats they would also be provided incentive at the rate of 10 thousand rupees per acre after one year. The right to cut and sell trees will belong to the concerned committee.
